Valuation, collection and auction sale of decommissioned assets
Summary
The contract is a framework agreement for arranging the valuation, collection, storage and auction sale through the Zoll-Auktion online platform of vehicles, machinery, equipment and other movable assets decommissioned by the Stuttgart regional authority. Vehicles must receive a detailed appraisal from an appraiser certified to DIN EN ISO/IEC 17024. Other items must generally be valued within six working days after the relevant information is received. Collection is normally due within 15 working days, or within 22 working days in exceptional cases; collection of non-vehicle items is mandatory when their estimated total value is at least EUR 1,500. The contractor must prepare items for sale and auction them no later than six weeks after collection, arrange viewings for prospective buyers, provide customer support at handover, administer payments and transfer the proceeds to the contracting authority within four weeks of a successful auction, after deducting the agreed commission. The contract starts on 1 January 2027 and initially runs for 24 months, with two possible 24-month extensions by mutual agreement. The maximum net commission over the full term, including extensions, is EUR 200,000. Bidders must provide the required qualification and compliance documents, including proof of a certified appraiser and a sample appraisal, comparable contract references and the required liability insurance. Offers are due by 16 October 2026 at 23:55 and must be submitted in German. Price is the sole award criterion: the commission percentage accounts for 100% of the evaluation and must cover collection, transport, appraisal, storage and all other service-related costs.
