Technical evaluation, training and expert advice for dual TVET programmes in high voltage and renewable energy in Mongolia

Summary

This procurement covers technical evaluation, training and expert advice for dual vocational education and training programmes in high-voltage and renewable-energy fields in Mongolia. The work includes advising on the development of DIN/VDE- and EU-compliant virtual-reality training simulators and practical assessment modules, developing assessment tasks for high-voltage and renewable-energy training, and training Mongolian teachers and assessors. Practical training in Germany will cover solar power, battery storage, grid integration and automation. Training in Mongolia will address medium- and high-voltage equipment, switching safety, personal protective equipment testing, workplace-based assessment, and wind-power safety and rescue. The assignment also includes piloting assessment tasks at Nalaikh and Darkhan Polytechnic Colleges and preparing a final report. Services are to be delivered from 20 November 2026 to 9 June 2028. Bidders must submit a completed eligibility self-declaration with the required annexes, a technical bid including a concept and CVs for each expert, and a separate financial bid using the provided price schedule. Bids must be in English and submitted by 12 October 2026 at 12:00 noon Berlin time. The team must include a team leader and three key experts: a renewable-energy expert, an educational technology and virtual-reality specialist, and a dual-training expert. The technical bid accounts for 70% of the evaluation and the financial bid for 30%; the financial bid is evaluated only if the technical bid scores at least 500 points.
