Development of a website for the MUvIS consortium project

Summary

The procurement covers the planning, design, technical development, hosting and operation of a website for MUvIS, a consortium project supporting people with care needs and their relatives through integrated social planning. The participating cities are Halle (Saale), Dessau-Roßlau and Magdeburg. The site must explain the project, its objectives, partners and subprojects, and provide for publication of news, documents, contacts and project results. It must work on mobile devices, be accessible, and allow project coordinators and partners to update content through a content management system without programming skills. The work includes planning the content structure and design, building the website and content management system, initially entering content supplied by the client, testing and correcting defects, documentation, training the coordinator, handover and domain registration. Hosting and technical operation must continue through 31 December 2028 and include maintenance, security updates and regular backups. Requirements include, among other things, an ISO 27001-certified data centre, SSL/TLS, two-factor protection for administrator logins, and digital accessibility in line with BITV 2.0 and WCAG 2.1 AA. Website development is to be completed by 31 December 2026; the schedule provides for work to begin in October 2026 and for operation and hosting from 1 January 2027 to 31 December 2028. Bidders must submit at least three comparable website projects completed within the last five years and an implementation concept of no more than five A4 pages. Price carries 30% of the evaluation weight and the concept 70%. The total price must not exceed EUR 13,000 including VAT; the cap for one-off work in 2026 is EUR 10,000, and the cap for hosting and operation is EUR 1,500 for each of 2027 and 2028. Bids must be submitted electronically through the City of Halle procurement portal, which requires registration.
