Framework agreement for LGBTIQ* training for Munich’s Social Services Department

Summary

This framework agreement covers introductory LGBTIQ* training for staff of Munich’s Social Services Department, together with an online reflection offer. Training is to be delivered in German and designed for different professions, educational backgrounds and language levels. Topics include the foundations of gender and sexual identity, heteronormativity, intersectional discrimination, the history of the LGBTIQ* movement, rights in Germany, the situation of the community in Munich, and practical ways to support clients and prevent discrimination. Two trainers must deliver each training session; one trainer may provide the online reflection offer. The agreement runs from award until 31 December 2030. Services begin on 1 January 2027, and the maximum call-off volume over four years is 80 training units. A unit is either a full-day session from 08:30 to 16:30, including 90 minutes of breaks, or two half-day online sessions via Webex from 09:00 to 13:00. The contracting authority decides whether sessions are held online or in person. The price must include both trainers, online reflection, preparatory and interim meetings, evaluation meetings, preparation and any adjustment of the training and transfer concept, delivery and follow-up, travel and all other expenses. The maximum price is EUR 1,000 per unit for both trainers combined; bids above this limit are excluded from evaluation. The services are exempt from value-added tax. Bidders must submit trainer profiles, certificates for trainer training, and a training and transfer concept. At least three satisfactorily completed suitable service experiences are required. Suitable experience is defined as delivering three training courses of at least one full day for professionals on gender and sexual diversity, heteronormativity and experiences of discrimination, taking intersectional aspects into account and involving at least eight participants. The experience must have been completed in full within the past three years. Provide client and contact details, a description of the service, its value and delivery period. Business liability insurance with minimum cover of EUR 5 million is also required and must be evidenced no later than the start of operations. The bid must also include the required protection declaration and confirmation that the services are not already funded through public grants. Price accounts for 30% of the evaluation and concept quality for 70%; quality is assessed on the overall training and transfer concept and its methodology and teaching approach.
