Continuation of the neighbourhood platform in the Smart City model project

Summary

The tender concerns the continuation, expansion and long-term operation of the “Unser HaNeu” neighbourhood platform in Halle-Neustadt under the Smart City model project. The contract period is 1 January 2027 to 31 August 2027. The contractor must take over the existing project structures, ensure uninterrupted technical and editorial operation, maintain and develop the platform, support participatory and educational formats, increase reach and visibility, develop funding and continuation strategies, and work closely with local organisations, the city administration and other Smart City projects. The platform must remain accessible and multilingual, use open-source technologies with an openCode-compatible licence, publish source code and relevant documentation quarterly, and provide ongoing maintenance, updates and security work beyond the contract period. The maximum available contract volume is EUR 150,000 gross. Price accounts for 30% of the evaluation and content and technical quality for 70%; the concept is subject to a 60% exclusion threshold within the quality assessment. The tender is open until 1 October 2026.
