Introduction and use of an e-invoicing software-as-a-service program – E-invoices

Summary

The tender concerns the introduction and use of an e-invoicing program as a software-as-a-service solution for the City of Regensburg. The solution must support the creation of electronic invoices, credit notes, fee notices and cost notices, the ZUGFeRD format in accordance with EN 16931, integration with the city’s financial software and secure cloud-based operation. It must also support multi-user and multi-tenant operation, rights management, two-factor authentication, change logging, GoBD-compliant archiving and configurable data deletion. The bidder must demonstrate relevant product and reference experience, cloud and information-security compliance, data-protection compliance and the ability to further develop the solution for at least 6 years. The bid must be submitted electronically in German by 24 September 2026 at 23:59. Price is the only award criterion. Performance is expected to start in the fourth quarter of 2026, with live operation required no later than 1 January 2027.
