Enterprise German and English Language Learning Platform

Summary

The tender concerns a scalable, end-to-end enterprise language learning platform for German and English for up to 2,000 active users. From 1 January 2027, the solution must provide digital learning at levels A1–C1, placement tests, individual learning paths, open instructor-led online live group courses, administration, reporting, support and implementation, and must integrate with the contracting authority’s existing learning management system. The contract runs for up to four years, with the contracting authority entitled to terminate at the end of the second and third years by giving six months’ notice. Bidders must submit a priced bill of quantities, a service delivery concept, insurance evidence and three comparable references, at least one from the research, clinical or university sector. Average net turnover over the last three completed financial years must be at least EUR 100,000. Tenders must be submitted electronically in German by 23 September 2026 at 14:00. Price accounts for 35%, the service delivery concept for 60% and additional services for 5% of the evaluation.
