Framework Agreement for Strategic Project Services – Lots 1 and 2

Summary

The procurement covers two separate framework-agreement lots for IT Baden-Württemberg (BITBW). Lot 1 is strategy and transformation consulting for the Kairos programme, including programme and portfolio management, project management, consulting and project management office services. Kairos includes initiatives concerning IT service management, corporate management, artificial intelligence, cloud services, process automation, modernisation of specialist systems, data centres and the future workplace. Lot 2 covers consulting for the further development of the contracting authority’s organisation as a whole, including organisational, strategic and governance development. Services will be ordered as needed in work packages with defined deliverables, periods and scope; five suppliers will be appointed to each lot, and no volume of work is guaranteed. German is the working language, with an expected delivery split of 40% on site and 60% remotely. Offers are due by 29 October 2026 at 10:00. Award is based on three concepts, each limited to six A4 pages, and price: quality accounts for 70 points and price for 30. Bidders must meet lot-specific turnover, reference and personnel requirements; the principal minimum requirements are detailed in the suitability criteria. Software development, technical implementation and operation of IT systems are outside the scope.
