Framework Agreement for IT Accessories

Summary

Universitätsklinikum Münster is seeking a two-lot framework agreement for the demand-based supply of standard, low-value IT consumables and accessories for its IT warehouse, such as input devices, webcams, headsets, adapters and other IT accessories. The agreement also covers the hospital’s subsidiaries and affiliated companies. It starts on 1 January 2027, runs initially for 12 months and may be extended by the contracting authority three times for 12 months each, up to 48 months in total. The estimated 48-month value is EUR 464,000 excluding VAT for Lot 1 and EUR 108,000 excluding VAT for Lot 2; the maximum values are EUR 696,000 and EUR 162,000 respectively, excluding VAT. Price is the only award criterion. For Lot 1, bidders must offer the products listed, and alternatives are not permitted. For Lot 2, equivalent alternatives may be offered; they must be identified against the reference model and supported by product data or equivalent evidence. The contracting authority may request samples. These must be provided free of charge by the specified deadline, and the bidder bears the costs of preparation, packaging, shipping and any return transport. A written order confirmation stating a binding anticipated delivery date is due within two days of each order, and delivery must be coordinated with the contracting authority’s contacts. The bid must be submitted electronically by 3 November 2026 at 12:00. The bidder must be duly established and registered where registration is required, have the technical and personnel capacity to perform the contract, and name contact persons able to communicate in German, both orally and in writing. The tender documents set no specific minimum turnover, reference-project or staffing threshold. The bidder must submit declarations concerning exclusion grounds and other required matters. Consortia and subcontracting are permitted subject to stated conditions: consortium members are jointly and severally liable, and reliance on another entity’s capacity requires its binding commitment.
