Low-code OutSystems framework agreement
Summary
This is an open procedure for a framework agreement covering OutSystems low-code licenses, platform operation and manufacturer support, together with consulting, infrastructure setup, application development, application management, support and training. The contractor must provide both service blocks as one integrated service. The framework covers OutSystems 11 and OutSystems Developer Cloud, with cloud and on-premises operating options, and has a maximum total value of EUR 4,200,000 net over the full term including extensions. There is no minimum purchase obligation. The bid deadline is 13 October 2026 at 10:00. Bidder questions are due by 5 October 2026. Price accounts for 70% of the evaluation and quality concepts K1–K5 for 30%. All five concepts and all required price-sheet sections must be submitted. Alternative bids are not permitted. The bidder must be authorized by OutSystems to supply the licenses and support plans and must hold at least active Authorized Delivery Partner status. The bidder must provide at least three successfully completed comparable public-sector OutSystems projects from the last five years, including at least one project integrating municipal business software and services. The submission must also include the required platform certifications and reports, including ISO/IEC 27001 with Statement of Applicability, ISO/IEC 27017, ISO/IEC 27018 and a SOC 2 Type II Report, plus evidence of a BSI-compliant architecture. The contractor must be able to staff all required roles in German at B2 level. Key customer-facing or management roles require municipal experience, and nearshore staff must be available for on-site meetings within 48 hours when requested. The offer must include the required staff profiles and certification evidence, compliance declarations, data-protection questionnaire, price sheet, five quality concepts and all supporting documents.
