Consulting and support for interim management

Summary

The procurement covers consulting and support for interim management at Fraunhofer IBP from 16 November 2026 to 31 December 2028. The work includes project management and reporting coordination for planned measures, updating the institute’s IT strategy, analysing and implementing measures to improve profitability and efficiency, and supporting organisational restructuring and change management. The estimated effort for both project management and IT strategy is 12 working days in 2026 and 26 working days in each of 2027 and 2028. Profitability measures are estimated at 6, 52 and 26 working days, and organisational restructuring at 12, 52 and 26 working days, respectively, in 2026, 2027 and 2028. The contractor must also plan two-day on-site visits to Stuttgart and Holzkirchen: 3 visits to each location in 2026, 6 in 2027 and 4 in 2028. Work may be performed remotely if the proposed approach is suitable, but on weekdays between 9:00 and 17:00 at least one core team member must be able to reach either location within three hours. As an optional additional service, the contracting authority may request on-site ad hoc advice up to twice per month. The estimated volume is 2 visits to each location in 2026 and 12 visits to each location in both 2027 and 2028. Bidders must submit two project references covering the required areas, signed declarations, and personnel and implementation concepts. The bid must also include the required details and declarations for any subcontractors used. The award criteria are weighted 35% for price, 35% for the personnel concept and 30% for the implementation concept. The bid submission deadline is 2 November 2026 at 10:00.
