Supervision services for construction of the Arad–Oradea Express Road, Lot 1

Summary

The tender covers supervision services for construction of Lot 1 of the Arad–Oradea Express Road, during both construction and the works’ warranty period. The supervision is intended to help ensure that the works comply with the contract in terms of duration, quantity, quality and cost. The contract lasts 148 months: 24 months of supervision during construction and 124 months during the warranty period. The estimated contract value including possible additional similar services is RON 18,874,800 excluding VAT; RON 2,879,200 of this is an optional 20% allowance for additional services. Award of the contract is conditional on funding being obtained or approved. The bidder must have annual turnover of at least RON 5,000,000 in each of 2022–2024. It must also have delivered at least RON 7,500,000 in qualifying road supervision or consultancy services within the previous five years, demonstrated through no more than five contracts. An appropriate ISO 9001 certificate or equivalent evidence and legal registration for the relevant activities are required. Bids are evaluated on price (35%) and quality (65%); quality assessment covers the experience of key team experts, the service methodology, and planning of technical and human resources.
