Summary

The contract covers catering for social-care institutions and service centres in Miskolc for 24 months, with an option for the contracting authority to extend it by up to a further 24 months. The contractor must operate one production kitchen and three serving kitchens made available by the authority, prepare and deliver standard, dietary, puréed and liquid-puréed meals, and provide on-site meals, takeaway and home delivery. The service covers residential care homes for older people, care homes, a temporary home for children and families, and service centres in Miskolc. Indicative daily volumes include 500 portions per meal at the homes for older people, 25 at care homes, and 28–41 portions per meal at the temporary home for children and families. Actual quantities depend on orders and may vary by up to 15% from the stated volumes. The contractor must manage food preparation, packaging, transport and home delivery, keep records of orders and deliveries, and ensure food safety, hygiene and suitable diets. Meals must comply with applicable food and hygiene requirements. The authority will make the kitchens and their existing equipment available for a monthly rent of HUF 30,000; the successful contractor is responsible for operating the premises and paying utilities. The contract also covers food-waste removal, pest control, cleaning, and measures to reduce energy and water use. Bids will be evaluated on the best price-quality ratio: price has a weight of 85%; the share of certified organic products, 5%; an increased share of short-supply-chain and local food products above the mandatory 80% level, 5%; and an offer to introduce a consumer feedback system, 5%. The bid must include a detailed price schedule both as an editable Excel file and as a signed PDF, showing net prices and the raw-material cost per portion. Bidders must have the required experience, qualified staff and a FELIR identifier. The successful bidder must provide insurance covering HUF 200,000,000 per year and HUF 100,000,000 per claim. Bids must be submitted electronically in Hungarian.
