National Phasor Data System Connected to the International Phasor Data Exchange Platform
Summary
The procurement covers the creation of a National Phasor Data System (NPDS) and its connection to the International Phasor Data Exchange platform (IPDE). Under a turnkey contract, the contractor must design, technologically engineer, manufacture and supply the system, install and test it, and bring it into operation. The system is intended to provide secure, redundant operational data exchange between regional electricity transmission system operators, collect and process power-system measurements with millisecond-scale resolution, and support monitoring of cross-border connections and analysis of power-system stability. The contract runs for 12 months and has an estimated total value of RON 5,998,203.99. Bids are evaluated on price (40%), warranty period (20%), the solution’s energy consumption (10%), and the experience of three key experts: an information security expert, an information security testing expert, and an electrical substation control, protection and automation modernisation expert (10% each). Participation requires, among other things, appropriate registration, management systems meeting ISO 9001 and ISO 14001, ANRE E2 authorisation or an accepted equivalent, and specified relevant experience. A RON 48,000 bid guarantee and a performance guarantee equal to 10% of the contract price excluding VAT are required. The bid submission deadline is 3 November 2026 at 15:00.
