Framework agreement for food supplies

Summary

The procurement is for a framework agreement covering the supply of food products in 37 lots to a Ministry of Defence unit in Timisoara. The lots include, among other things, vegetables, fruit, frozen foods, bakery products, dairy products, meat, poultry, eggs, canned goods, seasonings, beverages and other food items. Supplies are planned for 12 months, with call-off contracts issued quarterly. The framework agreement has a maximum total value of RON 1,803,314.12 excluding VAT; the minimum purchase value is RON 176,980.21, and the maximum value of the largest individual call-off contract is RON 98,697.50 excluding VAT. Bidders must be legally registered and hold valid sanitary-veterinary authorisation for the relevant food activities and for at least one vehicle authorised to deliver food. The offer must include a European Single Procurement Document (ESPD); supporting evidence is generally requested from the top-ranked bidder. Subcontracting the supply of products is prohibited. Offers must be submitted electronically, and uploaded documents must bear an extended electronic signature. No tender guarantee is required. Offers are evaluated on price (40%) and three 20%-weighted factors: the number of intermediaries in the supply chain, the share of organically certified products, and the use of lower-emission commercial vehicles for deliveries. Evidence relevant to these factors includes producer or supply-chain documents, valid organic certificates, and a vehicle list accompanied by registration certificates or equivalent proof.
