Hardware infrastructure for the SIRENE information system

Summary

The tender covers hardware infrastructure for the Romanian police SIRENE information system, to ensure operational availability by replacing existing hardware and establishing a disaster-recovery environment. It is divided into two lots: processing infrastructure and a management and administration component, each comprising one complete set. Bidders may submit offers for both lots and may be awarded both. The estimated total contract value is RON 7,844,714.61. The contract lasts up to 150 days: up to 120 days for delivery, final acceptance and correction of any issues, followed by a 30-day payment period. The administration workstations in Lot 2 must have at least 32 GB of RAM for type I and 64 GB for type II. The minimum warranty and technical-support period for both lots is 36 months; higher memory capacity and longer warranty periods can earn additional evaluation points. For Lot 1, the evaluation weights are price 60%, processing-equipment memory 20%, and warranty and technical support 20%. For Lot 2, price accounts for 40%, RAM in type I and type II administration workstations for 20% each, and warranty and technical support for 20%. The submission deadline is 14 October 2026 at 15:00, and offers must remain valid for four months. Participation requires submission of the European Single Procurement Document (ESPD); each company must be properly registered and authorised to perform the relevant activities. If subcontracting is planned, bidders must identify the subcontracted parts and submit a subcontracting agreement. The supply of goods itself may not be subcontracted, although related services such as transport, technical support and maintenance may be. A guarantee meeting the terms specified in the tender documents must accompany the offer. Offers are submitted electronically, and evaluation includes one electronic auction round.
