Public lighting modernisation, phases I and II
Summary
The procurement covers phases I and II of modernising public lighting in Baja, including remotely controlled LED fixtures and an intelligent control and central-management system. Phase I replaces 873 fixtures along main roads. Phase II installs 968 LED fixtures: 915 as replacements and 53 additional fixtures connected to the existing 0.4 kV network. The work includes installing and commissioning the equipment and system, training users, and providing manufacturer support. The system must enable remote control and adjustment of light output and power, central web-based management, fault notifications and two-factor login. Both phases are procured as one integrated system, with an expected contract period of 180 days. The bidder must have at least HUF 250,000,000 in relevant revenue over the last three closed financial years and references for at least 1,000 remotely controllable and adjustable public-lighting fixtures delivered within the last six years. The team must include one MV-VI-qualified or equivalent responsible electrical technical manager and two low-voltage network installers holding KIF FAM authorisation. The offer must include the priced bill of quantities in PDF and editable Excel formats, as well as exact product identifiers and manufacturers’ technical information. Fixtures and controllers must each have a manufacturer’s warranty of at least 10 years. The winner must arrange liability insurance with limits of at least HUF 30 million per claim and HUF 200 million per year, and obtain MVM Démász Áramhálózati Kft.’s network-installation qualification by contract signing. Price accounts for 95% of the evaluation and the M.2.1 expert’s experience beyond the minimum requirement for 5%, capped at 24 months. No bid guarantee is required.
