Framework Agreement for Energy and Water Monitoring

Summary

The City of Ghent is establishing a framework agreement worth up to EUR 12 million for the purchase, installation and integration of energy and water measurement and monitoring infrastructure with a central monitoring platform. The scope includes meters, data loggers and other components, as well as their maintenance. The framework is planned to run for 120 months, with a possible 24-month extension following a positive evaluation, and will be awarded to one contractor. The procurement uses a negotiated procedure, and requests to participate must be submitted by 3 November 2026 at 10:30. The bidder must have turnover of at least EUR 750,000 in at least one of the last three available financial years, positive equity, and liability insurance during contract performance providing at least EUR 1,000,000 of cover per claim. Price and quality will be considered in the evaluation.
