Major repairs to the Port Tomis southeastern breakwater and platform and technical design update
Summary
The procurement covers updating the technical design and carrying out major repairs to the southeastern breakwater at Port Tomis and its associated platform, including site organisation. The design work includes the required technical assessments and surveys, preparation of approval and building-permit documentation, the technical design and execution drawings, bills of quantities, and technical assistance. The works will restore the breakwater profile and its associated platform and strengthen the protective wall. The contract lasts 48 months: 12 months for design and 36 months for construction. The estimated value is RON 81,149,100 excluding VAT. Tenders are evaluated on price (40%), methodology and resource planning (20%), experts’ experience (30%), and the works warranty period (10%). Bidders must provide a RON 811,491 tender guarantee valid for 180 days; the performance guarantee is 10% of the contract price excluding VAT. Key qualification requirements include average annual turnover of at least RON 80 million for 2022–2024, experience with comparable maritime protection construction works worth at least RON 80 million, and relevant design-service experience worth at least RON 380,000.
