Summary

The tender concerns the creation of a shared data platform comprising a data warehouse and ETL/ELT and business intelligence components. The platform is intended to provide a reliable, consistent single source of truth for structured and geographic data, for both the contracting authority’s internal use and use by different clients. This is a single-operator framework agreement with a planned duration of 48 months starting on 15 March 2027. The estimated call-off volume is EUR 1.9 million excluding VAT; it may be increased or decreased by up to 100% over the term of the framework agreement. The procedure has two stages: five suitable candidates will generally be invited to the second stage, although more may be invited in the event of a tie, and all suitable candidates will proceed if fewer than five suitable applications are received. Applications must be submitted electronically by 12:00 on 30 October 2026. Quality and price each carry a 50% evaluation weight.
