Development and deployment of an integrated software platform for Dobarlau Commune

Summary

The contract concerns the development and deployment of an integrated software platform tailored to Dobarlau Commune. The work includes analysis, design, development, configuration and integration, data migration and validation, testing, piloting and deployment. The platform must cover at least 65 functional modules and at least 15 administrative workflows. The contract also includes staff training, delivery of documentation and source code, a technical warranty for the developed solution, and operational services needed to run the platform for 60 months after deployment acceptance. The planned overall contract duration is 64 months. The platform must be adapted to the commune’s processes; simply supplying an unadapted standard product is not sufficient. The contractor remains responsible for the solution’s overall integrity, compatibility, security, availability and continuity. The estimated total value is RON 1,964,656.80 excluding VAT, with ceilings of RON 1,899,744 for development and deployment, RON 4,912.80 for training, and RON 60,000 for 60 months of post-deployment operational services. The submission deadline is 29 October 2026 at 15:00. Tenders will be evaluated on the best price-quality ratio: price carries up to 40 points, the implementation approach, methodology and schedule up to 30 points, and the specific experience of five key experts up to 30 points. Among other requirements, bidders must demonstrate average annual turnover of at least RON 3,800,000 for 2023–2025, a current liquidity ratio of at least 1.9 for 2025, and similar services worth at least RON 1,890,000 delivered under no more than two contracts during the preceding three years. Relevant ISO 9001 and ISO/IEC 27001 certificates, or equivalent evidence, are required.
