Supervision services for the four-lane widening of the southern Bucharest ring road, Lot II

Summary

The tender is for supervision services for Lot II of the four-lane widening of the southern Bucharest ring road, from km 54+700 to DN 5 (km 40+000). Supervision covers both the construction period and the works’ defects-liability period, checking that the works and, where applicable, the design comply with the contract, including schedule, quantities, quality and cost. The service contract lasts 148 months: 24 months during construction and 124 months during the defects-liability period. The estimated total contract value, including the option for similar additional services, is RON 17,673,600 excluding VAT; the option for additional services is RON 2,694,400. Award of the contract is conditional on funding being obtained or approved. The bidder must demonstrate lawful registration, annual turnover of at least RON 3,000,000 in each of 2023, 2024 and 2025, and at least RON 7,000,000 in relevant road supervision or consultancy experience during the previous five years, across no more than five contracts. An ISO 9001 or equivalent quality management certificate is required. The bid must include the required European Single Procurement Document and, where relevant, information about subcontractors, consortium members and supporting entities. Price accounts for 35% of the evaluation; the remaining 65% assesses, among other things, key experts’ experience, the service methodology and the planning of technical and human resources.
