Framework agreement for design services for buildings belonging to Sector 5’s General Directorate for Social Assistance and Child Protection

Summary

This procurement establishes a framework agreement for comprehensive design and related technical services for buildings and infrastructure in Sector 5. The scope may include technical assessments, geotechnical, hydrological and topographical studies, urban planning, energy and fire-safety studies, feasibility and intervention documentation, permitting documentation, technical designs, construction supervision support, as-built documentation, energy certification, funding applications and DNSH studies. The maximum estimated framework-agreement value is RON 32,928,643.33 excluding VAT; the minimum estimated value is RON 16,879,100.00. The largest subsequent contract is estimated at RON 18,436,350.00 and the smallest at RON 1,762,185.67, excluding VAT. The submission deadline is 29 September 2026. Clarification requests may be submitted up to 20 days before the deadline, and the contracting authority intends to respond no later than 10 days before the deadline. Electronic invoicing or an electronic process is required. Deliveries may be required within up to 20 calendar days for feasibility or intervention studies, 30 calendar days for construction and execution-organisation authorisation documentation, and 40 calendar days for technical designs and related support, subject to adjustment according to complexity.
