Design, construction and equipping of the Buftea Obstetrics and Gynaecology Hospital

Summary

The procurement covers the design, construction and equipping of the Buftea Obstetrics and Gynaecology Hospital, demolition of existing buildings C1–C15, and relocation of the oxygen station and water supply facilities. The first phase includes design and obtaining the required approvals, permits and authorisations. The next phase involves constructing and equipping the new building and demolishing the existing buildings in stages. Building C1, which currently houses the hospital, may be demolished only after the new hospital is operational and medical services have moved. The contract also includes testing, commissioning and acceptance of the works. The estimated value is RON 444,591,972.60 excluding VAT, and the planned duration is 34 months. Bids must be submitted electronically by 29 October 2026. The bidder must demonstrate access to at least RON 30,241,071.42 in secured cash flow for the first two months of the works. Required experience comprises construction works worth at least RON 218,681,199.47 in total during the preceding five years and design services worth at least RON 6,300,000 during the preceding three years. Each experience threshold may be demonstrated through no more than five contracts, and at least one contract in each category must concern a hospital. ISO 9001 or equivalent quality-management evidence and ISO 14001 or equivalent environmental-management evidence are required. Price accounts for 40% of the evaluation. The remaining points cover, among other factors, hospital-project experience, a construction warranty of 60–120 months, commercial equipment warranties of 24–120 months, and the contract implementation plan. The bid must explain how design, construction, equipment supply and installation will be organised. The bidder must submit the European Single Procurement Document and the required evidence relating to itself, consortium members, relied-upon entities and subcontractors.
