Website creation, warranty maintenance, support and development services for the National Energy Regulatory Council

Summary

The tender covers analysis, design, programming, testing, deployment, data migration, training, warranty maintenance, support and development of a new website and content management system for the National Energy Regulatory Council. The website must be delivered as an integrated solution, support at least 15 concurrent content-management users and 1,000 concurrent visitors, and comply with WCAG 2.2 AA, cybersecurity and national security requirements. Migration of approximately 3,500 pages and 6,500 content items must be completed within 190 calendar days; website creation and deployment must be completed within 200 calendar days. Support services run for up to 24 months after final acceptance, development services may be ordered for 36 months from contract entry into force, and the contract may last no more than 38 months. The support model covers up to 30 hours per month; unused hours are not carried forward, and work exceeding the limit is ordered as development services.
