Monitoring, Evaluation, Learning and Communications Support for the GIZ Eastern Caribbean Project Portfolio

Summary

The tender concerns monitoring, evaluation, learning and communications support for GIZ’s portfolio of six regional projects in the Eastern Caribbean. The projects cover the circular economy, sustainable energy, biodiversity, the blue economy, climate-focused skills, and the productive use of organic waste and Sargassum. They run from 2025 to 2028/29 and are managed from Saint Lucia. The contractor must develop an integrated Caribbean communications strategy, implement communications activities and products, establish a harmonised monitoring and evaluation framework, monitor and evaluate communications activities, and strengthen communications and monitoring and evaluation capacities within GIZ Eastern Caribbean and partner organisations. The contractor is expected to provide two key experts and pools of short-term experts. The submission deadline is 10 September 2026.
