Qualification criteria and exclusion grounds
The bidder must be the manufacturer of the vacuum packaging machine offered; bids from intermediaries and resellers will not be considered. The bidder must submit documents demonstrating its manufacturing activity and the address of its production facility. It must have supplied similar vacuum packaging machines to at least three customers and provide a list of references.
The bid must comply with the tender documents and be unconditional. The bidder must provide a technical description that meets the requirements and submit the price in the structure specified for the tender. If an equivalent solution is offered, the bidder must explain the equivalence and provide supporting evidence. The bidder must confirm that the goods offered are not subject to international sanctions and do not originate from a sanctioned region. Any information designated as a trade secret must be identified in the bid and the designation justified; the bid price and figures corresponding to the award criteria may not be designated as trade secrets.
