Compliance requirements

The bidder must confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned regions. An offer may be rejected if performance of the resulting contract would be legally void on that basis.

Qualification criteria and exclusion grounds

The financial turnover threshold depends on the lot: at least EUR 800,000 in each of the last three completed financial years for Lot 1, EUR 250,000 for Lot 2, EUR 650,000 for Lot 3 and EUR 100,000 for Lot 4. If bidding for several lots, the required thresholds must be added together for each relevant financial year. A bidder operating for less than three years must meet the threshold in each completed year of its operation. The bidder may not rely on another company’s turnover, references or other technical or professional capacity, including the resources of a manufacturer, group company or subcontractor. For each lot, the bidder must have properly completed at least one similar contract during the 36 months preceding the tender submission deadline. The relevant experience is as follows: Lot 1, supply, installation, commissioning and handover of a new integrated industrial bakery or food-production line; Lot 2, supply, installation, commissioning and handover of a new industrial food dosing or forming machine; Lot 3, supply of an industrial robot or collaborative-robot solution including application design, programming, safety integration, installation, commissioning and handover; food-industry experience is not mandatory if equivalent hygiene, safety and integration complexity is demonstrated; Lot 4, supply, installation, commissioning and handover of a new professional rotary-rack bakery oven or equivalent trolley-system oven in a bakery or comparable food-production environment. Reference details must include the contract period, client name and country, equipment or solution description, the bidder’s scope of work and a client contact; for Lot 3, the number of robot stations must also be provided. The contracting authority may verify the information and request further evidence. Joint bids are not permitted and conditional tenders are not allowed. The bidder must submit a compliant technical and commercial offer, including the requested manufacturer and model information, configurations, component lists, technical data, evidence of critical functions and a fixed total price covering the complete required supply, installation, commissioning and other costs. Any deviations, limitations, assumptions or exclusions must be listed in one consolidated schedule; otherwise, the offer is treated as having no deviations. The bid must remain valid for at least three months from the submission deadline. Equivalent solutions and supporting evidence may be submitted where permitted by the tender documents.
