Qualification criteria and exclusion grounds
No separate financial, experience or other qualification criteria were specified. The tender must include written confirmation that the equipment is new, together with a free-form technical description stating the offered equipment’s type, model and quantity, functionalities and performance. For light, medium and dark roasting profiles, the bidder must provide estimated consumption per kilogram of roasted coffee for thermal energy (kWh/kg), electricity (kWh/kg), compressed air (Nm³/kg) and process water (l/kg). The tender must also describe the proposed use of recovered heat and the expected savings, including recovered thermal power in kW, annual recovered energy in MWh and the expected percentage reduction in gas consumption. The DAP equipment price must include transport and installation of the hardware and software, burner start-up, commissioning and SAT, delivery to Vana-Narva mnt 12, Kiiu small town, Kuusalu municipality, Harju County, Estonia, user manuals, training and other information needed to use the equipment. The bidder must provide a project schedule covering design, manufacturing, transport, installation, training and testing, including the planned completion date and/or duration from contract signature. The tender must describe the contracting authority’s responsibilities and preparation requirements, the equipment warranty period in months and warranty conditions, and the availability of after-sales service and spare parts. The tender must remain valid for at least five months from the tender submission deadline. A free-form tender offer document must be submitted.
