Increasing the Rated Current of the Main Fuse at Savi Street 8, Pärnu, Pärnu County (LC5261)

A bidder will be excluded if the company, a member of its management or supervisory body, its procurist, or another person authorised to represent or control it has been convicted of participation in a criminal organisation, corruption, fraud, terrorism or terrorist financing, money laundering, enabling illegal employment, violating conditions for employing a foreign national, illegal use of child labour, or human trafficking. Exclusion also applies where the bidder has outstanding state tax, public charge or environmental charge debts, or unpaid tax or social security contributions. The contracting authority may also exclude a bidder for a serious or repeated breach of a previous public contract where this resulted in withdrawal from or termination of the contract, a price reduction, compensation for damage or a contractual penalty. Exclusion may likewise follow from providing false information about compliance with the qualification requirements or failing to submit required information or documents. The bidder must confirm that these grounds do not apply. Companies established or resident in the Russian Federation or the Republic of Belarus may not participate.

During the 60 months preceding the start of the procurement, the bidder must have properly completed at least three contracts for electrical construction works similar to the subject of this tender. At least one contract must have had a value of at least EUR 40,000 excluding VAT. The bidder must submit a list of the contracts showing the performance period, the contracting party’s representative and contact details, and, for public contracts, the reference numbers. Proof of proper performance must be submitted upon request unless the contracting authority can obtain the information from public or private databases without significant expense. The bidder must have an employee with valid switching rights for the switching operations associated with the works in a 0.22–20 kV electricity network, registered in Elektrilevi’s partner portal before the tenders are opened. For low-voltage works only, at least low-voltage switching rights are required; in other cases, both low- and medium-voltage switching rights are required. The bidder must also have a person responsible for work operations, registered in the same portal before the tenders are opened. The person managing the electrical works must hold valid A-level competence or a qualification of at least level 6 under the Occupational Qualifications Act, possess the relevant proof when the tender is submitted, and be registered in Elektrilevi’s partner portal before the tenders are opened. The tender must comply with all procurement documents, contain no additional or conditional terms, and include a properly completed pricing table with all unit-price fields filled in. The bidder must provide the details of the contract signatory and the contact person for contract performance, together with a power of attorney where necessary. Any claimed trade secret must be identified and justified; the tender price and other figures excluded by law may not be designated as trade secrets.
