A bidder will be excluded, among other reasons, if the bidder or its representatives have been convicted of participation in a criminal organisation, corruption, fraud, terrorism, money laundering, illegal employment or human trafficking offences; has outstanding taxes, duties or environmental charges; or if contract award would violate sanctions. The contracting authority may also exclude a bidder for breaches of environmental, social or labour law obligations, bankruptcy or liquidation, serious professional misconduct, local tax debt, competition-restricting conduct, an unresolved conflict of interest, a serious breach of a previous public contract, false information, attempts to influence the contracting authority or another statutory ground. The bidder must provide the information required to verify exclusion grounds. If the bidder relies on another entity’s resources, the corresponding declaration must also be provided for that entity.

The bidder must not have seriously breached administrative contracts concluded with it, and there must be no circumstances that could lead to permanent insolvency or termination of its activities. These requirements also apply to all bidders in a joint tender, except public-law entities, and must be confirmed. Between 1 January 2023 and the date on which the contract notice was published in the register, the bidder must have either taught computer-use skills as part of formal education or delivered at least 120 contact hours of computer-related group training. The bidder must submit the prescribed qualification data and indicate whether it relies on another entity’s resources. The bid must include the address or addresses of the training location; the location must be at the place specified in Annex 1, section 2, and no more than a 10-minute walk from an official public transport stop. The bidder must provide the names of the lecturers, the prescribed lecturer data form and the curriculum form in Annex 3. The minimum number of lecturers and the detailed lecturer requirements are set out in Annex 1, sections 2 and 10, and the curriculum requirements in section 9; those details are not included in the text provided here. For a joint tender, a power of attorney for the joint bidders must be attached. The bidder must confirm compliance with the tender documents and, where applicable, provide explanations and evidence of equivalence. Any confidential information and the grounds for classifying it as confidential must be identified, but the bid price and numerical indicators characterising the service for evaluation purposes may not be classified as trade secrets.
