Training to Prepare for the Estonian Language B1-Level Examination

A bidder will be excluded if the company or a member of its administrative, management, or supervisory body, its procurist, or another legal representative has been convicted of participation in a criminal organization, breach of integrity obligations, corruption, fraud, terrorism-related offences, money laundering, or terrorist financing; enabling illegal employment or breaching the conditions for employing a foreign national; or illegal use of child labour or human trafficking. Exclusion also applies where the bidder has outstanding tax, payment, environmental charge, or social security liabilities, or where awarding the contract would breach an international or Estonian Government sanction. The contracting authority may exclude a bidder for breaches of environmental, social, or labour-law obligations; bankruptcy, liquidation, suspended business activity, or a similar situation; serious professional misconduct; local tax debt; anti-competitive agreements; an unavoidable conflict of interest; an unjustified advantage arising from involvement in preparing the procurement; serious or repeated breaches of previous public contracts; false statements or misleading information; attempts to influence the contracting authority or obtain confidential information; tax offences; or lack of the legal right to submit a bid. The bidder must submit the prescribed confirmation that no exclusion grounds apply.

The bidder must not have seriously breached administrative contracts or the cooperation principles established by the Estonian Unemployment Insurance Fund for the training voucher scheme. The bidder must not be subject to circumstances that could lead to permanent insolvency or termination of its activities. These conditions apply to all bidders participating in a joint bid, except public-law entities, and must be confirmed by the bidder. The training must be provided at the location specified in the tender documents, no more than a 10-minute walk from an official public transport stop. The bid must include the training venue address and a B1-level Estonian-language curriculum. A bidder registered in Estonia must hold an activity license for supplementary Estonian-language training aimed at preparing participants for the B1-level examination; the contracting authority will verify this in the Estonian Education Information System. A foreign bidder must provide a copy of any authorization or proof of organizational membership required in its country of origin, or a link to a public register and the authorization number, together with documents proving that the curriculum complies with the applicable Estonian requirements. The bid must comply with the tender documents. If an equivalent solution is offered, the bidder must explain the equivalence and provide supporting evidence. In a joint bid, an authorization issued by the joint bidders must be included. The bidder must identify and justify any trade secrets; the bid price and numerical figures relating to the evaluation criteria may not be classified as trade secrets. The machine-readable notice does not specify any exact turnover, previous experience, or staffing requirements; any additional conditions must be checked in the tender documents.
