Compliance requirements
The bidder must be excluded if the bidder, or a member of its administrative, management or supervisory body, its procurist, or another person authorised to represent or control the bidder, has been convicted of serious offences, including participation in a criminal organisation, corruption, fraud, terrorism, money laundering or terrorist financing. Grounds for exclusion also include convictions for enabling unlawful employment, violating the conditions for employing a foreign national in Estonia, unlawful use of child labour or trafficking in human beings. The bidder must not have outstanding national tax, payment or environmental-charge debts, or tax or social-security contribution debts under the legislation of its country of establishment. Awarding the contract must not violate an international sanction or a sanction imposed by the Government of the Republic. The bidder must confirm that none of these exclusion grounds applies to it.
Qualification criteria and exclusion grounds
The bidder and/or its subcontractor must have completed, during the 36 months preceding the start of the procurement, at least one contract for the supply and installation of video surveillance systems of a complexity and scale similar to the subject of the tender, with a value of at least EUR 20,000. To prove this, the bidder must submit a list of contracts showing their value, completion dates and the other contracting parties. The bidder and/or its subcontractor must have a qualified person responsible for the works, including at least one responsible security-systems specialist holding a Level 4 Security Systems Technician professional certificate or equivalent or higher competence. A copy of the document proving that person's qualification and competence must be submitted. The tender must include descriptions or product sheets for the proposed equipment and must comply with all conditions set out in the tender documents; conditional tenders are not permitted.
