Compliance requirements
The bidder must confirm that neither the company nor its management, administrative or supervisory body members, representatives or controlling persons are subject to exclusion grounds. The checks cover, among other matters, final convictions within the last five years or an ongoing exclusion period for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, and illegal use of child labour or other forms of human trafficking. The bidder must also have no tax or social security payment debts and must not breach obligations concerning the employment of unlawfully staying foreign nationals or international sanctions. Where applicable, the bidder may submit evidence of remedial measures demonstrating restored reliability. The required declarations and, where necessary, supporting evidence must be provided.
Qualification criteria and exclusion grounds
During the last three years, the bidder must have completed at least two similar contracts, such as waste transport or landscaping service contracts. Each contract must have had a value of at least EUR 15,000 excluding VAT. The bid must include descriptions of the contracts, their values, performance periods and client details, together with contact details or other evidence where needed to verify the experience. The bidder must hold a permit for transporting waste in Tartu County or Tartu. In addition, the service provider must have a valid environmental permit registration in the waste sector, or must transfer the waste to a company holding the required permit. The bid price must be submitted in the required structure, and the bid must comply with the tender documents and be unconditional. If an equivalent solution is offered, its equivalence must be explained and supported by evidence. The bidder must identify any trade secrets and justify their classification, or confirm that the bid contains no trade secrets.
