The bidder must confirm that neither the company nor its management, administrative or supervisory body members, representatives or controlling persons are subject to exclusion grounds. The bidder must hold a permit for transporting waste in Tartu County or Tartu. In addition, the service provider must have a valid environmental permit registration in the waste sector, or must transfer the waste to a company holding the required permit. The bid price must be submitted in the required structure, and the bid must comply with the tender documents and be unconditional. If an equivalent solution is offered, its equivalence must be explained and supported by evidence. The bidder must identify any trade secrets and justify their classification, or confirm that the bid contains no trade secrets.
