Compliance requirements
The bidder must confirm that none of the exclusion grounds apply. The bidder, its administrative, management or supervisory body member, or a legally authorised representative connected with the procurement must not have been convicted of participation in a criminal organisation, breach of integrity obligations, corruption, fraud, terrorism-related offences, money laundering or terrorist financing. There must also be no conviction for enabling an unlawfully resident foreign national to work, unlawful use of child labour or human trafficking. The bidder must not have outstanding state tax, payment or environmental charge liabilities, or tax or social security payment arrears under the law of its country of establishment. Neither the bidder nor a member of its administrative, management or supervisory body may be subject to an international sanction. The bidder must submit a corresponding confirmation with its tender.
Qualification criteria and exclusion grounds
The bidder must be authorised to provide continuing education. In Estonia, the bidder must have submitted an economic activity notice in the Estonian Education Information System for providing continuing education or hold an appropriate activity licence. For a bidder established outside Estonia, an equivalent registration or licence under the law of its country of establishment is accepted. During the last five years, the bidder must have duly completed at least two contracts for practical video, editing or media production training. At least one reference must include DaVinci Resolve training lasting at least 16 academic hours. The tender must include details of two references. The bidder must confirm that the tender complies with all conditions set out in the tender documents; conditional tenders are not permitted.
