Maintenance and repair works for rainwater drainage systems at the buildings of the Estonia mine, Narva quarry and Musta station, and external wall repair works at the Estonia mine buildings

The bidder must confirm that neither it nor its management, administrative or supervisory board members, procurists or other authorised representatives have been convicted of offences involving participation in a criminal organisation, breach of integrity obligations, corruption, fraud, terrorism, money laundering or terrorist financing. There must also be no conviction for enabling the employment of an unlawfully residing foreign national, breaching the conditions for employing a foreign national in Estonia, using child labour unlawfully or an offence related to human trafficking. The bidder must not have outstanding tax, payment or environmental fee debts, and concluding the contract must not breach an international or Estonian Government sanction. The bidder must provide a confirmation to this effect.

The bidder or its subcontractor must have properly completed at least one construction or repair works contract of a similar level of complexity and volume to the subject matter of the tender during the 60 months preceding the start of the procurement. A list of at least one reference contract must be submitted using the “List of Contracts” form, including the contract value, signing and performance dates, a brief description of the subject matter, and the contracting authority’s and contact person’s details. The bidder or its subcontractor must have a qualified person responsible for the works. The person leading the construction works must hold at least a level 6 civil engineering professional qualification with competence in managing construction activities, excluding an initial qualification, or at least a level 5 construction manager qualification; an equivalent or higher qualification is permitted. A copy of the document proving that person’s qualification and competence must be submitted. The bidder must submit an unconditional tender accepting all conditions set out in the tender documents. A completed price form must be submitted, and the total tender price must be transferred to the form for award criteria and rated indicators. The bidder must confirm that the offered goods are not subject to international sanctions and do not originate from a sanctioned region.
