Maintenance of ski tracks in Põlva municipality 2026–2028

Summary

Compliance requirements

The bidder must confirm that neither it nor its management, administrative or supervisory body members or representatives is subject to grounds for exclusion. These grounds include, among other matters, final convictions for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, and the use of child labour or other forms of human trafficking. Compliance with tax and social security payment obligations is also checked, as well as environmental, social and labour-law obligations, bankruptcy or other insolvency situations, arrangements with creditors, suspension of business activities, asset management by a liquidator or court, serious professional misconduct, anti-competitive agreements, conflicts of interest and previous involvement in preparing the procurement procedure. Grounds may also arise from a material breach of a previous public contract resulting in early termination, damages or sanctions, or from submitting false information, failing to provide required information or documents, or improperly seeking confidential information. The procedure also checks breaches relating to enabling the employment of a foreign national without a legal basis, the applicability of international sanctions, and convictions for tax offences. Where an exclusion ground exists, the bidder may provide evidence of remedial measures restoring its reliability where this is permitted under the applicable rules.

Qualification criteria and exclusion grounds

Within the 36 months preceding the start of the procurement, the bidder must have completed at least one equivalent service. The equivalent service must include the preparation and maintenance of ski tracks together with artificial snow production and must have lasted at least five months under one contract. The ESPD must include a list of the required contracts with the service value, dates, client name and contact person details. The tender must comply with the procurement documents and must be unconditional. In a joint tender, a power of attorney for the joint tenderers must be submitted using Form 1. The tender price must follow the prescribed structure and include the completed tender price table in Form 2; the total in Form 2 must match the price stated on the evaluation sheet. The bidder must confirm that it will not use subcontractors or suppliers accounting for more than 10% of the contract value if they are Russian citizens, residents or entities established in Russia, or entities owned by, represented by or acting under the instructions of such persons or entities.
