Compliance requirements
A bidder will be excluded if any of the exclusion grounds under Section 95(1), points 1–5 of the Estonian Public Procurement Act applies. The bidder must confirm that these grounds do not exist. Where required, a foreign bidder must provide a criminal record notice or an equivalent court or administrative document, as well as a certificate from the competent authority. The bidder must also be legally entitled to participate and must not breach any participation restriction imposed by the contracting authority based on the bidder’s registered office or place of residence.
Qualification criteria and exclusion grounds
The bidder’s total turnover from all business activities during the last three financial years completed by the start of the procurement must be at least EUR 450,000. The bidder must provide turnover data for 2023, 2024 and 2025 and, upon request, extracts from the financial statements for the last three financial years. A foreign bidder must provide an equivalent certificate or extract issued by the competent authority in its country of establishment; if the latest financial year’s data is not publicly available, documentary evidence of compliance must be provided.
During the 36 months preceding the start of the procurement, the bidder must have completed at least two sales contracts for video cameras with a combined value of at least EUR 120,000 excluding VAT. The bidder must submit a list of these contracts, including their values, signing dates and information about the other contracting parties, including the customer representative’s telephone and email contacts and, for public contracts, the relevant reference number.
Before submitting a tender, the bidder must inspect the camera locations at Tallinn Airport. The inspection must take place at a time designated by the contracting authority; each bidder may participate with one representative. The visit must be recorded in a protocol signed on site by the bidder’s representative and the contracting authority’s contact person. A bidder that has not completed the required inspection and obtained the signed record is not entitled to submit a tender.
The tender must follow the structure of the prescribed price form. All unit prices must be provided and may not be zero or negative. The tender must state the name and model of each proposed camera and include technical descriptions enabling verification against the technical specification. The bidder must confirm compliance with the camera requirements and warranty requirements and, where relevant, explain equivalence and provide supporting evidence. By submitting a tender, the bidder confirms acceptance of all tender-document conditions; conditional tenders are not permitted. Any trade secrets must be identified and justified separately, but the tender price and unit prices may not be classified as trade secrets.
