Supply of a CO₂ Purification and Liquefaction System for the Tartu Biogas Plant

A tenderer will be excluded if it has state tax arrears, unpaid contributions or environmental charges, or overdue social security contributions under the legislation of its country of establishment. A tenderer established outside Estonia must submit a certificate from the competent authority confirming the absence of tax debts. The contract will not be awarded where doing so would breach an international sanction; the tenderer must provide a free-form confirmation covering the tenderer and members of its administrative, management or supervisory bodies. Participation is open to tenderers established in Estonia, another European Union or European Economic Area country, or a country that has joined the World Trade Organization Government Procurement Agreement. An extract from the commercial register, a certificate from the competent authority or another relevant document must be submitted to prove the country of establishment.

The tenderer’s average annual net turnover over the last three completed financial years must be at least EUR 6,800,000. If the tenderer has operated for a shorter period, the completed financial years available will be considered. Turnover must be provided using Form 1; in a joint tender, it is sufficient for at least one joint tenderer to meet the requirement. During the 60 months preceding the tender deadline, the tenderer must have successfully completed at least three contracts for CO₂ recovery and liquefaction plants. Each reference must concern a plant recovering CO₂ from biogas or from an off-gas stream generated when biogas is upgraded to biomethane, with a net liquid CO₂ production capacity of at least 500 kg per hour. At least one reference must concern the production of food-grade CO₂. A contract is considered completed when the plant has been commissioned and accepted by the customer or has entered commercial operation. References must be submitted using Form 2. The procurer may request further explanations or documents within five working days and may contact the other contracting party. In a joint tender, it is sufficient for at least one joint tenderer to meet the requirement. The tenderer must nominate a project manager with at least five years of relevant project-management experience and experience as a project manager or equivalent in at least one CO₂ recovery or liquefaction plant project. The nominated key personnel must collectively cover CO₂ purification and liquefaction process design; feed-gas qualification and food-grade CO₂ product quality; the Pressure Equipment Directive, ATEX, conformity assessment and electrical safety; and PLC/SCADA integration. One person may cover several areas if that person has the required competence and sufficient capacity. The information must be provided using Form 3. The tender must include the price and payment schedule using Form 4, a technical proposal and the completed form concerning guaranteed performance and contractual penalties. The technical proposal must include at least the process concept, a preliminary mass and energy balance, a process flow diagram, a main equipment list, a preliminary layout, the principal technical and physical interfaces, and the proposed feed-gas treatment concept. It must also contain a requirement-by-requirement compliance statement for each material technical requirement, identifying the offered solution, value or method and referring to the relevant part of the tender or supporting document. Joint tenderers must appoint an authorised representative and submit a valid power of attorney. The tenderer must confirm compliance with the procurement documents and, where applicable, explain equivalence and provide supporting evidence.
