Compliance requirements

The bidder must not be subject to exclusion grounds relating to participation in a criminal organisation, corruption, fraud, terrorism, money laundering, terrorist financing, illegal child labour or other forms of human trafficking. Compliance with tax and social security payment obligations, environmental, social and labour law obligations, and the absence of bankruptcy or other insolvency, liquidation, suspended business activity, serious professional misconduct, anti-competitive agreements, conflicts of interest and unfair advantages arising from involvement in the preparation of the procurement are also checked. Exclusion may also result from serious previous contract breaches, false statements, failure to provide required information or documents, improper influence on the decision-making process, offences concerning the employment of unlawfully staying foreign nationals, applicable international or national sanctions, local tax debt owed in the contracting authority's location, tax offences or a legal restriction on participation. The bidder must provide the confirmations required in the ESPD; where an exclusion ground exists, evidence of remedial measures may be submitted in certain circumstances.

Qualification criteria and exclusion grounds

The bidder's net turnover must have been at least EUR 45,000 in each of the 2024 and 2025 financial years. The bidder must also have experience in collecting ordinary household waste: during the period 1 September 2023 to 31.2026, it must have properly completed at least two ordinary household waste collection contracts with a combined value of at least EUR 50,000. The tender must include descriptions of the reference contracts, their values, periods, contracting authority details and the bidder's area of responsibility, together with the other required information. The bidder must confirm that the tender complies with all tender document conditions, that the tender price follows the prescribed structure, and that the tender is not conditional. Any trade secret must be identified and justified; the tender price and numerical figures related to the evaluation may not be classified as trade secrets.
