Procurement of multirotor drone kits (Environmental Board)

The bidder must confirm that neither the bidder nor its administrative, management or supervisory body members, representatives or controlling persons have, during the last five years, been finally convicted of participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering, terrorist financing, child labour or human trafficking offences. The bidder must also not have outstanding taxes or social security contributions, except where permitted by law, and must not be bankrupt, in liquidation or in another insolvency situation. The bidder must confirm that it has not seriously breached environmental, social or labour law obligations, professional conduct rules or previous public contracts in a way that resulted in early termination, damages or another sanction. There must also be no agreements distorting competition, conflict of interest or improper involvement in preparing this procurement. Providing false information, failing to submit required information or documents, or improperly obtaining confidential information may also lead to exclusion. The bidder must additionally confirm that no national exclusion grounds apply concerning the employment of unlawfully present foreign nationals, international sanctions, tax offences or restrictions on participation in public procurement. Where an exclusion ground exists, evidence of remedial measures may be submitted in certain circumstances; the exact applicability must be checked in the tender documents.

The bidder must have completed at least 2 contracts involving drones during the 36 months preceding the start of the procurement. For each reference, the bidder must provide the contract signing and completion dates, the value excluding VAT, and the contracting authority's name and contact details, including the contact person's email address and telephone number. For a public contract, the public procurement register reference number must also be provided. An ongoing contract may be counted only to the extent that the relevant goods have been delivered and accepted by the customer. The tender must comply with all tender document requirements, and conditional tenders are not permitted. The tender price must be submitted according to the structure specified for the evaluation and tendered values. In a joint tender, a power of attorney for the joint bidders must be attached. The bidder must identify any trade secrets and justify that classification; the tender price and other numerical figures used for evaluating the tender may not be classified as trade secrets. The tender must include user manuals for the offered equipment in Estonian or English and a technical compliance table. The bidder must confirm that it will provide user training to at least one representative of the contracting authority and offer Estonian-language user support. Where applicable, equivalence must be explained and evidence of equivalence submitted. The bidder must ensure the collection and further treatment of problem products and resulting waste, including batteries, accumulators, electrical and electronic equipment and their parts.
