Acceptance service for asbestos-containing waste

The bidder, its management or supervisory board members, procurists and other persons authorised to represent or control it must generally not have been finally convicted within the last five years of participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, or the use of child labour or other forms of human trafficking. The exclusion grounds also cover tax or social security payment arrears, breaches of environmental, social or labour-law obligations, bankruptcy or other insolvency, liquidation, administration of assets by a liquidator or court, suspended business activities, serious professional misconduct, anti-competitive agreements, conflicts of interest, improper involvement in preparing the procurement, and serious breaches or early termination of previous contracts. They also cover false statements, failure to provide required information or documents, and improper attempts to obtain confidential information. Under national law, the contracting authority also checks matters such as enabling an unlawfully staying foreign national to work, the application of international or Estonian sanctions, and convictions for tax offences. The bidder must confirm that no exclusion ground applies and provide explanations and evidence where required. In certain cases, evidence of measures taken to restore reliability may be submitted.

The bidder must hold a valid permit or registration to provide disposal services for asbestos-containing construction waste (waste code 17 06 05*). The permit or registration number and expiry date must be provided in the European Single Procurement Document. The tender must state the address of the asbestos waste acceptance point; it may not be more than 100 km by paved road from the contracting authority’s registered place of business at Paemurru tee 12, Piira village, Vinni municipality, Lääne-Viru County, 46607. The bidder must confirm that the service will be provided under the conditions set out in the tender documents, that the tender will remain valid for four months from the submission deadline, and that the tender price has been submitted in the required structure. For a joint tender, a written power of attorney authorising one bidder to represent the other must be provided. The bidder must also confirm whether the tender contains trade secrets; if it does, the protected information and the reasons for treating it as a trade secret must be described.
