Design, reconstruction and extension works for the Kehtna care home for older people

The bidder must not have outstanding tax obligations in Estonia or, where applicable, in another relevant country. The contracting authority will check tax compliance through public registers; a foreign bidder must provide the relevant information on request. No insolvency proceedings may have been initiated against the bidder. This will likewise be checked through public registers or, for a foreign bidder, on the basis of requested evidence.

The bidder’s average net turnover during the three financial years completed by the start of the tender must be at least EUR 1,500,000. The bid must include a free-form description of the team and the required supporting information. The construction works project manager must hold at least a level 6 civil engineering professional qualification, be registered in the relevant construction activities register for construction and general construction, and have project management experience with buildings of the required use categories and at least 2,000 m² of enclosed net floor area. The construction site manager must hold at least a level 6 civil engineering or construction management qualification, have the required registration, and have at least three years of experience as a construction site manager. The building services project manager must hold at least a level 6 qualification as a water supply and sewerage or indoor climate engineer, or as a construction manager; have the required registration and rights to perform water supply, sewerage and indoor climate system construction; and have at least three years of relevant experience. The electrical installation or building automation project manager must hold at least a level 6 electrical engineering qualification, be registered for electrical works, have at least three years of relevant experience, and meet the competence requirements for electrical safety class B. The design project manager must hold at least a level 6 civil engineering qualification; the same person may also serve as the construction works project manager. During the 60 months preceding the tender, the bidder must have constructed or renovated at least two similar buildings as the main contractor. Each building must have an enclosed net floor area of at least 1,800 m² and an occupancy permit must have been issued for it. The references must include the client’s name, telephone number and email address. The bid must comply with all tender documents, and conditional bids are not permitted. The price must be submitted using the required price breakdown structure, and a work schedule must be included. In the case of a joint bid, a power of attorney for the joint bidders must be submitted. The bidder must identify and justify any trade secrets; the bid price and other prohibited figures characterising the bid for evaluation purposes may not be classified as trade secrets.
