Construction of a multi-span plastic greenhouse together with cultivation technologies

The bidder must not have overdue state tax debt that has not been properly deferred on the tender submission deadline or when the contract is signed. Debt of up to EUR 100 is not treated as tax debt for this purpose, nor is debt for which no more than 15 days have passed since the payment deadline. A bidder from another country may be required to provide an equivalent certificate issued by the competent authority in its country of establishment. The bidder must not be bankrupt, in liquidation or subject to other insolvency proceedings, and its business activities must not be suspended or terminated in a way that prevents proper contract performance. The bidder must also confirm that all submitted information and documents are correct, complete and up to date. Knowingly submitting false information or failing to provide material information may result in exclusion from the procurement procedure.

The bidder must be registered in the commercial register or an equivalent professional or commercial register in its country of establishment and must have the right to perform the works covered by the tender. The bidder’s annual net turnover in greenhouse construction, greenhouse technical systems or greenhouse technological equipment must have been at least EUR 1,600,000 in each of the last three completed financial years. Turnover data must be provided by financial year. If the data are not available from the Estonian commercial register, the bidder must submit annual accounts or equivalent evidence. During the 60 months preceding the start of the procurement procedure, the bidder must have completed and handed over to the client, as main contractor, at least two production greenhouses, each with a built-up area of at least 2,000 m² and a building permit for use or notice of use issued. For at least one reference project, the suitability of the solution for Estonia or a comparable cold climate must be demonstrable, including its ability to cope with winter snow loads and sub-zero temperatures. The reference descriptions must identify the project, client, completion date, built-up area, the bidder’s role and the main technical systems. They must cover at least the load-bearing structure, climate automation, heating system, and irrigation and fertilisation systems. Where a reference project was performed in a consortium or as a subcontractor, only the part for which the bidder was personally responsible and which is clearly distinguishable in the reference description will be counted. The tender must comply with all conditions set out in the procurement documents, and conditional tenders are not permitted. Where necessary, an equivalent solution must be described and evidence of equivalence submitted. The bidder must confirm that the supplied goods are not subject to international sanctions and do not originate from a sanctioned region.
