Installation of emergency lighting in the main building of the Balti Power Plant

A bidder will be excluded if the bidder, or a member of its management or supervisory body, an authorised representative or another person empowered to represent or control the bidder, has been convicted of participation in a criminal organisation, breach of integrity obligations, corruption, fraud, terrorism, money laundering or terrorist financing. Exclusion also applies to convictions for enabling the employment of a foreign national residing in the country unlawfully or breaching the conditions for a foreign national’s employment in Estonia, including paying less than the required wage, as well as for unlawful use of child labour or human trafficking. The bidder must not have outstanding state tax, payment or environmental charge debts, or tax or social security debts under the law of its country of establishment. Contract award must not breach an international sanction or a sanction imposed by the Republic of Estonia. The bidder must confirm that none of these exclusion grounds applies.

The bidder or its subcontractor must have properly performed at least one contract during the 60 months preceding the start of the procurement, involving the installation or reconstruction of emergency lighting with a complexity and scale similar to the subject of this tender. The bidder must provide details of at least one contract using the contract list form, including its value, signing and performance dates, and the details of the other contracting party. The team responsible for the works must include at least one person managing electrical works who holds an A-class competency certificate or an equivalent or higher qualification. It must also include a person managing construction works who holds at least a level 6 professional qualification as a civil engineer, excluding an initial qualification, or at least a level 5 qualification as a construction manager; an equivalent or higher qualification is acceptable in each case. Copies of documents proving the responsible persons’ qualifications and competence must be submitted. A foreign bidder that does not hold qualification documents issued under Estonian regulations must submit the corresponding documents issued under the law of its country of establishment and confirm that it will submit confirmation issued by the Consumer Protection and Technical Regulatory Authority within one month after signing the contract. The tender must comply with all tender document conditions, and conditional tenders are not permitted. If an equivalent solution is offered, its equivalence must be explained and supported by evidence. The completed tender price form must be submitted, and the total tender price must be transferred to the form for award criteria and evaluated values. The bidder must confirm that the offered goods are not subject to international sanctions and do not originate from a region subject to sanctions.
