Compliance requirements

The bidder must confirm that no exclusion grounds apply. The bidder, its management, supervisory or representative persons must not have relevant convictions for participation in a criminal organisation, breach of integrity obligations, corruption, fraud, terrorism-related offences, money laundering or terrorist financing. Relevant convictions for illegally employing foreign nationals or breaching the conditions for their employment in Estonia, including paying below the statutory minimum wage, and for illegal child labour or trafficking in human beings also lead to exclusion. The bidder must not have outstanding state tax, payment or environmental charge debts, or tax or social security contribution debts under the law of its country of establishment. The contract must not breach an international sanction or a sanction imposed by the Government of the Republic. The bidder must submit a confirmation that these exclusion grounds do not apply.

Qualification criteria and exclusion grounds

The bidder must demonstrate experience by providing at least two completed contracts for electrical work services, including handling, maintenance and repair of electrical equipment. Each contract must have a value of at least EUR 50,000 and must have been completed within the 36 months preceding the commencement of the procurement. The list of contracts must include their values, dates and details of the contracting parties, using Form III. The person responsible for electrical works, whether employed by the bidder or a subcontractor, must hold a valid B competency certificate or an equivalent qualification; a copy of the certificate must be submitted. If the bidder relies on a subcontractor’s competence, that subcontractor must also submit confirmation that no exclusion grounds apply. The tender must be unconditional, include the written participation application on Form I and the tender description on Form II, and comply with the conditions in Annex 1 to the procurement documents. The price must follow the required pricing structure and include a properly completed price calculation on Form IV; the total amount from Form IV must also be entered in the designated pricing schedule.
