Compliance requirements
The bidder must confirm that neither it nor its representatives, management or supervisory bodies are subject to exclusion grounds. These include final convictions within the relevant five-year period for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and the use of child labour or other forms of human trafficking.
The bidder must not have outstanding tax or social security payment obligations. The stated threshold for both categories is EUR 0, subject to the applicable rules on tax debt arrangements and the statutory exception for debts below EUR 100 in the circumstances described in the notice. Other exclusion grounds include breaches of environmental, social or labour law; bankruptcy, liquidation, insolvency proceedings or a comparable situation; assets being administered by a liquidator or court; suspended business activity; serious professional misconduct; agreements intended to distort competition; conflicts of interest; improper involvement in preparing the procurement; serious or repeated failures under previous public contracts resulting in early termination, damages or comparable sanctions; and false or misleading information, failure to provide required information or documents, or attempts to obtain confidential information or influence the procurement decision.
The bidder must also confirm that contracting with it would not breach international or national sanctions and that the relevant domestic exclusion grounds do not apply, including convictions for enabling unlawful employment of foreign nationals or certain tax offences. Where an exclusion ground applies, the bidder may provide evidence of measures taken to restore its reliability if the applicable rules allow this.
Qualification criteria and exclusion grounds
For both lots, the bidder must be registered in the Commercial Register or an equivalent register in its country of establishment and provide the registration details or supporting evidence. In each of the last two completed financial years, the bidder’s net turnover must have been at least EUR 50,000; the bidder must provide the turnover information and, if it is not available in a public database, be prepared to submit supporting documents.
During the 36 months preceding the start of the procurement, the bidder must have completed at least two indoor cleaning service contracts covering premises of at least 250 m² and at least two outdoor cleaning service contracts covering areas of at least 2,500 m², each performed over a period of at least 12 months. The bidder must provide the area cleaned, contract periods, client details and contact persons, and be prepared to submit client confirmation letters.
The proposed site manager must hold at least a level 4 cleaning services supervisor qualification or an equivalent qualification under the European Qualifications Framework, and must have Estonian language skills at least at level B2. The bidder must submit the site manager’s CV, description of previous work and copies of training certificates. The cleaning staff must have completed professional training.
The bidder must visit both service locations before submitting a tender: Nõmme Market at Turu plats 8 and Mustamäe Market at E. Vilde tee 75a in Tallinn. Visits are available on 31 August, 2 September or 3 September 2026 from 10:00 to 14:00, with prior registration by email. The confirmation issued by the contracting authority must be included in the tender.
The service must follow EVS 807:2024 and EVS 914:2020 or equivalent requirements. The bidder must provide a compliant, unconditional tender using the required pricing structure. Before service commencement, staff must receive environmental training, unless an accepted certified environmental management system or relevant ecolabel provides an alternative. Cleaning products must meet the specified EU Ecolabel criteria for hard-surface cleaning products, or equivalent evidence must be provided. The bidder must also submit the required monitoring arrangements or accepted alternative certification and the relevant product list and evidence.
