Further training for child protection workers: "Child protection work in civil proceedings: a practical approach" and "Understanding parenthood in child protection work"

The tenderer must confirm that none of the exclusion grounds specified in § 95(1) of the Estonian Public Procurement Act apply and must be ready to provide a reasoned explanation of any remedial measures if requested by the contracting authority. A tenderer may be excluded if the tenderer or a member of its team participated in preparing this procurement in a way that created a competitive advantage, or if an unavoidable conflict of interest exists. The contracting authority will also check for insolvency or liquidation proceedings and previous material or repeated breaches of public contracts that resulted in early termination, a price reduction, compensation for damage or a contractual penalty. The tenderer must also comply with any participation restrictions based on the company’s place of establishment or residence set out in the tender documents. Before contract award, the successful tenderer may be required to provide documents supporting its declarations if the information is not freely available to the contracting authority from public registers.

The tenderer must be able to deliver the training in accordance with its objectives and content and must provide a sufficient number of trainers, subject-matter experts where necessary and a project manager. One trainer may cover several topics. For Lot 1, the trainer must have: - at least a nationally recognised second-cycle higher education qualification, namely a master’s degree or equivalent, in the field of law; - experience of delivering at least three further-training courses during the last five years; eligible courses must have lasted at least four academic hours and comply with the requirements of the Estonian Adult Education Act; - at least two years of practical experience in civil court disputes involving children, such as custody, contact arrangements, parental rights and obligations or guardianship, acting as a representative, a child’s representative or a judge. For Lot 2, the trainer must have: - at least a nationally recognised second-cycle higher education qualification, namely a master’s degree or equivalent, and a family therapist training certificate; - experience of delivering at least three further-training courses during the last five years; eligible courses must have lasted at least six academic hours and comply with the requirements of the Estonian Adult Education Act; - at least two years of practical experience as a family therapist during the last five years. For both lots, trainers and other team members must confirm that they have not committed an offence against a minor or an offence against a person and that no proceedings concerning such offences are pending during the training period. The tenderer must submit proof of the trainer’s education, a signed tender using the prescribed form and a completed training programme. The tender must be unconditional and comply with the tender documents; the price must be submitted in the structure specified by the contracting authority. Where relevant, equivalence must be explained and supporting evidence submitted. In a joint tender, a power of attorney for the joint tenderers must be provided. Any confidential information must be identified and justified, but the tender price and relevant numerical figures used for evaluation may not be classified as trade secrets.
