Compliance requirements
A bidder will be excluded if it has outstanding state tax, payment or environmental charge debts, or tax or social security contribution debts under the legislation of its country of establishment. This requirement applies to all lots. The bidder must confirm that it has none of these tax or contribution debts.
Qualification criteria and exclusion grounds
No separate qualification or suitability criteria have been specified in the European Single Procurement Document. However, for each lot the bidder must submit a preliminary training plan and an organisational delivery solution. The plan must describe the training structure, topics and their scope, learning outcomes, provisional schedule, teaching methods, practical activities, participant engagement and feedback methods, learning materials, teaching aids and the division of trainers’ roles. The organisational solution must describe the preparation and delivery arrangements, cooperation with the contracting authority, and the organisation of the training venue, technical equipment and catering.
The bidder must submit a description of the team structure and cooperation arrangements, together with a CV for each team member. The CVs must provide information on education, work experience, training experience, role and previous comparable projects or training courses. The contracting authority’s specified forms must be used for Lot 1 and Lot 2. The bid must comply with all tender document requirements, and conditional bids are not allowed. In the case of a joint bid, a power of attorney for the joint bidders must be submitted.
