Compliance requirements
The bidder will be excluded from the procedure and the contract will not be awarded if the bidder has an outstanding national tax, levy or environmental charge debt, or tax or social security contribution arrears under the laws of its country of establishment. The bidder must confirm whether such debt exists.
Qualification criteria and exclusion grounds
No separate selection criteria are stated in the procurement passport, but the tender must meet the following compliance requirements:
- The bidder must submit a training plan describing the learning outcomes, duration in academic hours, amount of practical work, preliminary timetable, content, teaching methodology, learning materials, number of participants and trainers.
- At least two trainers must be involved, and they must participate in delivering every training session. The team must include subject-matter theorists and practitioners, and its combined competence must cover all training topics.
- At least one team member must hold at least a master’s degree, preferably a doctoral degree, or have four years of research experience.
- The team must have at least two years of combined practical, academic or applied experience in at least one relevant subject area, such as policy design, systems thinking or the application of behavioural insights in policymaking.
- The team must have experience training adult learners and/or the target group specified in the tender. Experience in public-sector policymaking, research and innovation policy or evidence-based policymaking is preferred.
- The bidder must submit a description of the team structure and cooperation arrangements, together with the team members’ CVs and confirmations.
- The total tender price must separately state the cost of developing the training and the cost of delivering one training session.
- In a joint tender, a power of attorney for the joint tenderers must be submitted. The tender must be unconditional and comply with all procurement document requirements.
